International benchmarking of regional councils

This document provides a summary overview of the approaches to innovation governance in three regions (Basque Country, Brainport Eindhoven, Southern Denmark) and Skåne, using six ‘defining characteristics’ established in previous analyses of national innovation councils.
Following this, the document provides a comparative analysis of the defining characteristics and practices in the four benchmarked regions.
